The above shows that since 2004, only Februaries in 2007, 2008, 2011 and 2014 had higher minimum and maximum average temperatures than February 2019, and only Februaries in 2010, 2012, and 2013 were drier than February 2019.  None of these Februaries were both warmer and drier than February 2019.
